“Reversibility” and “Expansibility” are the new policy buzzwords in the Pentagon.
DoD is carrying out budget reductions with an eye toward undoing them quickly if world events demand it. The policy allows for a mechanism to ramp up personnel levels and equipment to meet national security goals. This “ramp up” planning also includes domains outside the Pentagon’s direct control...industrial capacity.
The question for industry to answer is: "How do systems that produce equipment for the Pentagon get turned on and off, and what is the cost?"
