Lio Barrera

Virgilio “Lio” Barrera has over a decade of public policy experience and has worked with Congress, trade associations, and private industry to craft and secure passage of bipartisan energy, natural resources, defense, appropriations, health care, and appropriations legislation. Lio also has significant experience working with federal and state regulatory agencies to conduct oversight and implement complex regulations.
Lio has an extensive resume of accomplishments as Legislative Director for Senator Martin Heinrich (D-NM) and Legislative Assistant to Senator Mark Udall (D-CO), including provisions to the Great American Outdoors Act, the Energy Act of 2020, COVID relief packages, and Energy Storage and Transmission ITC legislation.
Most recently, Lio served as Head of Climate, ESG Policy, and Government Affairs for Holcim US, America’s largest building materials manufacturer. In this role, Lio helped shape and implement the company’s award-winning climate and sustainability strategy by crafting policies that support industrial decarbonization, including federal and state Buy Clean Programs and other measures that support the adoption of low-carbon building materials. Lio also helped lead several state and local public affairs campaigns in support of the company’s operations.
Lio received a BA from Wittenberg University and a Master of Arts in Political Science from Texas A&M International University.
