Executive Vice President
In his position of Executive Vice President at Cassidy & Associates, Charles brings over two decades of successfully drafting and advancing policy and appropriations on Capitol Hill and within the Federal government. His keen awareness of infrastructure issues combined with his technical and political skills have helped him create meaningful solutions to some of the nation’s policy challenges.
Charles led negotiations for Senate Republicans on the Water Resources Reform and Development Act of 2014 (WRRDA) and the Water Infrastructure Improvements for the Nation (WIIN) Act of 2016, as well as serving on the Senate Republican negotiation teams for highway reauthorization bills known as the FAST Act and MAP-21. His tenure in the Senate also included work in several disaster supplementals and various environmental and appropriation bills.
Charles has been at Cassidy & Associates for nearly a decade and has become a leader in the water resources infrastructure sector, successfully representing three of the Top 15 ports in the nation, including two of the Top 10 container ports. He is also skilled at the project delivery process, from conception to completion, using his knowledge of the authorization, appropriations, and regulatory processes to deliver critical water resource projects to the client. Charles also represents several environmental organizations and assists them in navigating the federal funding, policy, permitting processes to help protect our nation’s critical fish and wildlife ecosystems.
Charles is a frequent speaker or panelist on the subject of water resources and is a member of the U.S. Army Engineer Association, Society of American Military Engineers, National Waterways Conference, American Association of Port Authorities, and National Wildlife Federation.
Charles earned a bachelor’s degree from Louisiana State University. He currently lives in Alexandria with his family and enjoys golfing, hiking, and watching college football.
