Ms. Bell is a legislative and political strategist with over 16 years of private sector consulting and legislative branch experience. With over 12 years in both the House and Senate, Colleen most recently served as a Legislative Director to Senator Richard Blumenthal (D-CT) who sits on the Senate Armed Services Committee, the Senate Homeland Security and Government Affairs Committee, Permanent Subcommittee on Investigations, the Senate Committee on the Judiciary and the Senate Veterans Affairs Committee.

Given strong relationships amongst Senate Democrats, Ms. Bell could easily be regarded as a utility player-capable of handling a variety of issues facing clients before the Senate. She has also developed an active telecommunications and technology practice across both the Senate Judiciary Committee and the Senate Commerce Committee with focus on privacy, children’s online safety and consumer protection. Her practice is also centered on oversight of amateur and professional athletics, transportation, antitrust, the Federal Trade Commission and the Consumer Product Safety Commission. She also has experience leading and managing large coalitions of disparate players to produce successful results.

Prior to her work as Legislative Director to Senator Blumenthal, she also served as Legislative Counsel to Senator Claire McCaskill acting as counsel on judiciary issues and as the primary health care staffer focusing on women’s health issues and the Affordable Care Act.

Ms. Bell graduated from The University of Notre Dame with a B.A. in English and Gender Studies and has a J.D. from The Ohio State University Moritz College of Law.
